The efficiency of the system remains the same when using a ceiling with 2 membranes so the overall power transmitted through the room will be unchanged.
We will simply observe a very small gap (less than 5%) between the part emitted by thermal radiation and the peripheral blowing air (the thermal radiation
will slightly decrease and the power conveyed by the blowing air slightly increase).
